The proposed technology zone would include the city’s BPOL tax exemptions

Richmond City Council’s Standing Committee on Finance and Economic Development will consider a proposed technology zone for the city at its 1 p.m. meeting on Thursday.

At the request of council members Andreas Addison and Ann-Frances Lambert, the zone aims to promote the development and establishment of technology companies in the city by exempting qualified companies from paying the tax on commercial, professional and city ​​professionals for up to five years. The area would cover the entire city and reflect a similar area adopted in Norfolk.

Also on the agenda is a proposal from Addison to reduce BPOL tax revenue collected in fiscal year 2022 to around $ 32.71 million and place excess revenue in a special reserve, or reduce BPOL tax. The proposal aims to bring the city’s BPOL tax rate in line with that of other localities in the region.

Innsbrook North Mixed Use Project at Henry’s Planning Program

Activities include rezoning and interim use permit applications for the planned mixed-use development of Highwoods Properties on 34 acres at the North Entrance of Innsbrook, Nuckols Road and Interstate 95.

Sauer Properties is looking to modify offers for the industrial distribution development it plans on hundreds of acres south of Richmond International Airport. The offers relate to setbacks, accesses, loading areas and road signs.

Also on the agenda are postponed requests from the June meeting for Godsey Properties’ proposal to develop the Glenwood Golf Course into two subdivisions totaling 320 homes.

Goochland County Administrator resigns

Goochland’s board of directors voted in favor of the resignation of county administrator Kenneth Young last week.

“The Board of Directors expressed appreciation for Mr. Young’s service to Goochland County over the past 10 months, but noted that close alignment of the strategic vision is imperative to achieve the highest level of leadership. excellence in local government, ”a press release from the county said.

The resignation took effect on July 6. Board chairman John Lumpkins said the split was mutual, but declined to elaborate on the factors that led to Young’s departure.

“We just made an agreement that we would go our separate ways and do it amicably,” Lumpkins said on Friday.

Young said much the same when contacted for comment. He did not specify the circumstances of his exit.

“The board and I have come to a mutually acceptable decision to go our separate ways,” Young said in a LinkedIn post. “I wish the citizens, employees and businesses of Goochland County the best of luck.”

Young was appointed county administrator in September.

The director functions will be covered by assistant directors Barbara Horlacher and Jo Ann Hunter until a replacement is hired.

Hanover supervisors approve age-restricted townhouses

The Hanover Supervisory Board approved two zoning changes related to a total of 98 age-restricted townhouses in Mechanicsville at its meeting in late June.

Kay and George Fearnow secured the necessary rezoning to pave the way for the construction of 49 age-restricted townhouses on the east side of Shady Grove Road, just south of that road’s intersection with Tippling House Avenue . The development would span 16 acres and would include a community gathering space with a fire pit, trails, and a pond with a small fishing dock.

The council also approved a rezoning request from Carolyn S. and Edward L. Tyler Revocable Trust et al for 49 additional age-restricted townhouses to be built on approximately 7 acres on the east side of Shady Grove Road, at south of its intersection with Shady Knoll. Way.

Powhatan hires new planning director

Powhatan County hired Frank Hopkins as its planning director. Its start date will be July 19.
